Your Role
As Group Export Control, Customs, Trade Sanctions & Compliance Manager, you will serve as Group Subject Matter Expert (SME) and point of contact for advice, resources, education and coordination of export compliance for the Group, with local relays in some countries (UK, Germany & India) and manage the related activities.


Your missions
You develop, deploy, maintain and update of the Group Export Control & Customs compliance policies and procedures, a compliance framework and risks management to assist Expleo in its realization of business objectives and strategic development globally and locally.
You oversee many of the day-to-day Export control, Customs and Trade Sanctions compliance obligations of the company at Group level and for relevant countries (mainly France, US, Spain, Romania, UK, India).
You make export licensing determinations and assist in the preparation of export licenses. You ensure identification, assessment and mitigation of operational risks in connection with Export control, Customs and Trade Sanctions within the organization, and ensure no bid involving export shall be made to a potential supplier, no contract or agreement involving export shall be executed and no export of technology or items shall be made unless the export control elements concerning the proposal, agreement, contract or shipments have been screened and cleared by Export Control. Therefore, any project, program, bid or contract which involves export activities needs prior approval.

You analyze contractual and other documents to ensure compliance with export control requirements and company policy, including the need to obtain export licenses. You maintain and audit technology control plans (TCPs).
This involves working directly with Sales, Delivery and relevant Enabling functions. Especially, you will work with Delivery teams to understand the technology, individuals, and facilities involved and determining whether item is export controlled and requires a TCP or license for use or shipment.

You will work collaboratively with Expleo business/functional line management in recommending, developing and executing on business initiatives within permissible statutory and regulatory frameworks.

You develop awareness and training within the Group on Export control, Customs and Trade Sanctions, foster good practices, keep updated the training plan (selection of the people to be trained and assessment of the required level of training). You develop and maintain training aids and Export control, Customs and Trade Sanctions website, including manuals, brochures, handouts, and web-based training materials.

You do train all the key stakeholders on Export control, Customs and Trade Sanctions regulations.
You will maintain export documentation, including license applications, commodity classifications, technology control plans. You will design and maintain updated and well-organized systems and records of management decisions, policies, processes, trainings, assessments, remediation plans, investigations and enforcement actions in a clear and easily accessible manner. You will ensure that appropriate compliance monitoring and reporting frameworks are in place.
You monitor legislative and regulatory changes, summarize and prepare action plans.
You operate as a valued & integral member of the General Secretariat and as a key business partner to provide high quality compliance and legal services and strategic compliance and legal support and advice.
You aid members of the Legal & Business Affairs and internal stakeholders as SME. You guide management and ensure compliance with Export control, Customs and Trade Sanctionsrules and regulations.

You work closely with the rest of the Compliance team.
You report directly to the Group General Secretary and dotted line to the Group Compliance, Risks and Internal Control Director.

 

Essential Qualifications

  • A high-profile performance-oriented Export Control & Customs professional with substantial relevant experience (5+ years), ideally gained in an international company of comparable size.
  • Strong experience with EU Export and U.S. Export Regulations (EAR / ITAR) Licensing.
  • Requires the ability to lead, motivate and manage to accomplish project objectives within timelines.
  • Strong written and verbal communication skills; able to articulate and effectively communicate trade compliance information to various levels of non-SME audiences
  • Possess a high level of analysis, evaluation, and problem-solving skills as well as the ability to draw conclusions and decisions based on regulatory reasoning
  • Broad experience of assessing risks, developing, implementing programs and policy, drafting, procedures, devising and delivering training, and managing regulatory relations
  • Experience working in and being comfortable within complex matrix organizations and crossfunctional set-ups
  • Deep understanding of the complex landscape of global risk, reputational risk, local and regulatory risk and local codes and ethics standards
  • Combination of deep legal expertise with outstanding analytical and conceptual skills as well as strong business acumen, being able to adequately switch between the roles of guardian of Compliance and business partner
  • Ability to identify compliance issues quickly, synthesize impact and determine root cause
  • Hands-on and ability to work with multi-disciplinary team
  • A passionate leadership personality, ideally experienced in managing remote, international and indirect teams
  • Skilled relationship builder across all levels and borders, with excellent communication skills, influencing effectively and providing confidence in the quality and effectiveness of services provided by the compliance team
  • Forward-thinking with openness and drive for innovation, change and efficiency
  • Unquestioned honesty and integrity
  • Fluent (oral and written) in English and French
